In the UK, a bill must complete a series of formal stages in both Houses of Parliament before it can receive Royal Assent and become an Act of Parliament. 1. What is a Bill and Types of Bills | 什么是法案及其类型

A bill is a draft piece of legislation that must be approved by both Houses of Parliament and receive Royal Assent before it becomes law. Bills can be introduced by the government, by individual MPs or Lords, or by outside bodies. The main types are public bills, private members’ bills, private bills and hybrid bills. Public bills, especially government bills, are the most common and often have the best chance of becoming law because they are supported by the government’s majority in the Commons.

Although not a formal parliamentary stage, many significant government bills begin with consultation. A Green Paper is a discussion document that sets out options and invites comments from interest groups and the public. Following consultation, the government may publish a White Paper, which outlines firm proposals for legislation. Draft bills can also be examined by a joint committee of MPs and Lords before the formal process begins.

After the First Reading, the bill is printed and a date is set for its Second Reading. This stage signals the start of the bill’s parliamentary journey.

一读是正式宣布法案提交的阶段。议会上宣读法案标题,但这一阶段没有辩论,也没有投票。一读之后,法案被印发,并确定二读日期。这一阶段标志着法案议会旅程的开始。


4. Second Reading | 二读

The Second Reading is the first opportunity for MPs to debate the general principles of the bill. The minister or sponsor opens the debate, the opposition responds, and backbenchers can contribute. At the end, the House votes on whether the bill should proceed. This is often the most important hurdle for a bill, as it tests whether there is broad support for its aims.

The Second Reading vote is usually a whipped vote, meaning parties instruct their MPs how to vote. A government defeat at this stage can kill the bill entirely, as happened with the Shops Bill in 1986, which was rejected despite a government majority.

5. Committee Stage | 委员会阶段
