Every business operates within an environment that extends far beyond its own walls. External factors are the forces outside the direct control of a firm that nevertheless shape its decisions, performance and long-term survival. At CIE A-Level, candidates are expected to identify these factors, explain their impact on business activity, and evaluate how businesses can adapt.

1. What Are External Factors? | 什么是外部因素?

External factors are elements in the business environment that lie outside the organisation’s control. Unlike internal factors such as management style, workforce skills or financial resources, external factors arise from the wider world — the economy, government policy, society, technology and nature itself.

外部因素是指企业环境中存在于组织控制范围之外的各种要素。与内部因素(如管理风格、员工技能或财务资源)不同,外部因素来源于更广阔的领域——经济、政府政策、社会、技术以及自然本身。

Businesses must continuously monitor these forces because even a well-managed firm can be damaged by an unexpected external shock, such as a sudden rise in interest rates or a change in consumer legislation. Conversely, a firm that anticipates external trends can gain a significant competitive advantage.

  • Internal factors: controllable by management (e.g. pricing, staffing, product quality).

2. The PESTEL Framework | PESTEL 分析框架

The most commonly used tool for analysing external factors is the PESTEL framework. It categorises external forces into six groups: Political, Economic, Social, Technological, Environmental and Legal. A related version, STEEPLE, adds an ‘E’ for Ethical factors, but PESTEL remains the standard for CIE examinations.

分析外部因素最常用的工具是 PESTEL 分析框架。它将外部力量分为六类:政治、经济、社会、技术、环境与法律。相关版本 STEEPLE 增加了”伦理因素”一项,但 PESTEL 仍是 CIE 考试的标准模型。

When answering examination questions, always refer to specific PESTEL factors rather than making vague statements such as ‘the government affects the business’. Precise terminology earns higher marks.

3. Political Factors | 政治因素

Political factors relate to the actions and stability of governments. They include tax policy, government spending, trade agreements, tariffs, quotas and the general political stability of a country. Political decisions can either open up opportunities for businesses or create significant obstacles.

The United Kingdom’s withdrawal from the European Union (Brexit) is a classic examination example. It brought new customs checks, higher paperwork costs and changes to labour availability, directly affecting exporters and manufacturers.

4. Economic Factors | 经济因素

Economic factors are arguably the most frequently examined external forces. They include interest rates, exchange rates, inflation, taxation, unemployment and economic growth. Each of these affects business activity through changes in costs, demand and profitability.

Inflation | 通货膨胀:A rise in the general price level reduces the purchasing power of money. Workers demand higher wages, suppliers raise prices, and planning becomes difficult. Businesses facing high inflation must decide whether to absorb cost increases or pass them on to customers.

  • An ageing population increases demand for healthcare products, retirement homes and financial services, while reducing the available labour supply.

  • Rising female participation in the workforce raises household incomes and demand for convenience foods and childcare services.

Social trends also influence ethical expectations. Consumers increasingly prefer to buy from companies that demonstrate corporate social responsibility (CSR). Businesses may therefore invest in fair trade, community projects and diverse marketing campaigns to protect their reputation and brand loyalty.

10. How Businesses Respond to External Factors | 企业如何应对外部因素

External factors are mostly uncontrollable, but businesses are not powerless. Effective response requires anticipation, flexibility and strategic planning. A firm that simply reacts after a crisis has already occurred is far more vulnerable than one that plans ahead.
