1. What is Politics? |
Politics is about how people make decisions in groups, how power is gained and used, and how resources are shared fairly across a community, a country or even internationally.
It involves discussion, negotiation and sometimes conflict between people with different beliefs, interests and values. The goal is often to find compromises that allow societies to function peacefully and improve people’s lives.
Key areas of politics include making laws, managing public money, providing services like education and healthcare, and representing citizens at local and national levels.
2. Democracy and Autocracy |
A democracy is a system where the people have a say in how they are governed, usually by voting in free and fair elections. The word comes from the Greek ‘demos’ (people) and ‘kratos’ (power).
In a representative democracy like the United Kingdom, citizens elect representatives to make decisions on their behalf. This is different from a direct democracy, where people vote on every law themselves.
An autocracy is the opposite: one person or a small group holds all the power without being accountable to the people. Citizens have little or no freedom to oppose decisions, and elections may be absent or unfair.
3. The UK Government Structure |
The United Kingdom is a parliamentary democracy and a constitutional monarchy. This means the Monarch is the head of state, but his or her powers are limited by law and convention, while Parliament makes the laws.
Parliament is made up of three parts: the House of Commons, the House of Lords and the Monarch. The House of Commons, with Members of Parliament (MPs) elected by the public, is the most powerful part.
|---|---|---|
| Prime Minister | 首相 | Leads the government and chooses the Cabinet |
| MP (Member of Parliament) | 国会议员 | Elected to represent a constituency in the Commons |
| Cabinet | 内阁 | Senior ministers in charge of government departments |
| Opposition | 反对党 | The largest party not in government; challenges government policies |
4. Voting and Elections |
General elections in the UK are held at least every five years. Every eligible citizen aged 18 and over can cast one vote for a candidate in their local area, or constituency.
The ‘first-past-the-post’ system means the candidate with the most votes in each constituency wins a seat in the House of Commons. The party with most seats usually forms the government.
Voting is a fundamental right, but it is also a responsibility. By voting, citizens influence who represents them and what policies are prioritised. Low turnout can weaken democracy.
5. The Role of the Monarch |
In the UK, the Monarch (currently King Charles III) is the head of state, but his role is largely ceremonial. He performs duties such as opening Parliament, giving royal assent to laws and meeting with the Prime Minister.
The Monarch remains politically neutral and does not make policy decisions. The principle of constitutional monarchy ensures that real political power lies with Parliament and the government.
Royal assent is the final step for a bill to become an Act of Parliament, but today it is a formality – no monarch has refused assent since 1708.
6. Laws and Rules |
Laws are official rules created by Parliament that everyone in the country must follow. They are enforced by the police and courts, and breaking them can lead to penalties such as fines or imprisonment.
Before a law is made, it is first introduced as a bill. The bill is debated and scrutinised in both the House of Commons and the House of Lords before it can receive royal assent and become an Act.
Rules can also exist in smaller groups, like schools or sports clubs. These are not national laws, but they help maintain order and fairness. For example, a school uniform rule promotes equality.
7. Rights and Responsibilities |
With rights come responsibilities. In the UK, citizens enjoy rights such as freedom of speech, the right to a fair trial and the right to vote. These are protected by laws like the Human Rights Act 1998.
Responsibilities include respecting the rights of others, following the law, paying taxes and serving on a jury if called. Being an active citizen means contributing positively to your community.
|---|---|
| Freedom of expression | Not spreading hate speech or false information |
| Right to education | Attending school and respecting teachers and peers |
| Right to vote | Registering to vote and learning about candidates |
8. Community and Participation |
Political participation does not have to be at national level. You can get involved in your local community by joining a student council, volunteering for a charity or attending a community meeting.
Student councils give young people a voice in school decisions, such as improving facilities or organising events. It is a practical way to learn about representation, campaigning and negotiation.
Local councils are responsible for services like rubbish collection, parks and leisure centres. Residents can contact their local councillor if they have concerns about these services.
9. The Media and Politics |
The media – including television, newspapers, radio and online platforms – plays a huge role in politics by informing the public, investigating issues and holding politicians to account.
However, not all media is neutral. Some newspapers openly support a particular political party, while social media can spread misinformation quickly. Being media literate means thinking critically about sources and checking facts.
During election campaigns, leaders’ debates and party broadcasts are designed to persuade voters. It is important to distinguish between fact and opinion when following political news.
10. Global Citizenship |
Politics does not stop at national borders. Countries work together through international organisations such as the United Nations (UN) to tackle global issues like climate change, poverty and conflict.
The idea of global citizenship means recognising that we all belong to a wider world community and have a duty to care for the planet and for people in other countries.
Sustainability and human rights are key concerns. For example, the UN’s Sustainable Development Goals aim to end poverty, protect the environment and ensure peace by 2030.
As a young person, you can be a global citizen by staying informed, supporting fair trade, reducing waste and respecting cultural diversity. Small actions can have a big impact when many people take part.
