The decline of the Ottoman Empire created a power vacuum in the Balkans, where rising Serbian nationalism threatened the multi-ethnic Austro-Hungarian Empire. Russia saw itself as the protector of Slavic peoples, while Austria-Hungary was determined to curb Serbian expansion, especially after the Bosnian Crisis of 1908–09, when Austria formally annexed Bosnia-Herzegovina. The Balkan Wars (1912–13) further inflamed tensions: Serbia doubled in size, and Austria-Hungary grew increasingly fearful of Pan-Slavism. It was in this volatile region that the spark for a European war would be struck.

Meanwhile, the Russian Empire collapsed under the strain of war, culminating in the Bolshevik Revolution and the Treaty of Brest-Litovsk (March 1918), which took Russia out of the conflict. Germany could now transfer divisions to the Western Front, but the American entry offset this advantage and reinvigorated Allied morale, setting the stage for the final campaigns of 1918.
