How secure was the USSR’s control over Eastern Europe? These questions link events from the Treaty of Versailles to the fall of communism.

3. Treaty of Versailles and the Peace Settlement | 凡尔赛条约与和平安排
The Treaty of Versailles (1919) was the most important of the Paris peace treaties. The ‘Big Three’ – Wilson, Lloyd George and Clemenceau – had different aims. Germany was punished through territorial losses, disarmament, reparations and Article 231, the ‘war guilt clause’. Many Germans called it a ‘Diktat’. Other treaties dealt with Austria, Hungary, Bulgaria and Turkey, creating new states such as Czechoslovakia and Yugoslavia.

Historians debate whether the treaty was too harsh or too lenient. Its economic burdens and loss of pride fuelled resentment, yet Germany remained a powerful state. The USA refused to ratify the treaty and did not join the League, weakening enforcement. The settlement created instability in Eastern Europe through ethnic minorities and disputed borders, which undermined long-term peace.

In the 1920s it had some successes, such as settling the Aaland Islands dispute and managing the Upper Silesia plebiscite. However, the USA never joined, and Germany and the USSR were initially excluded.

The Abyssinian Crisis (1935–36) was even more damaging: Italy, a League member, invaded Abyssinia, and weak sanctions failed to stop Mussolini. These failures encouraged Hitler to challenge the Versailles settlement.

Hitler then annexed Austria in the Anschluss of 1938 and demanded the Sudetenland. The Munich Agreement (1938) allowed Germany to take the Sudetenland in exchange for promises of peace, a key example of appeasement.
